Yes, registering for an account and playing games is free. Everything is free at GameSpank.net, unless you feel the need to purchase more points(which can be earned for free by playing games!)
You can use them to do various thing, such as competing with other members and people on your friends list and purchase items.
Most scores are submitted automatically after the game ends. There are a few, however, that will ask you to submit it. That option is up the developer of that individual game.
Not every game at GameSpank is leaderboard enabled. They are all made by 3rd party developers and that option is left to their discretion. The majority of the games are, however.
